CapilRTram was initiated as a result of fruitfull discussions between Telecom Bretagne and Brest Métropole  as the new tramway line was still under deployment in Brest to exploit a dedicated fibre-optics based infrastructure. Thanks to the support of Brest Métropole, this project involves major industrial partners in the field of fibre and wireless communications such as MOXA, and key players in the field of transport such as KEOLIS and ALSTOM. A brief description of the partners and their respective roles in this project is given herebelow.

Created in 1974, the urban community of Brest now gathers 8 municipalities. Brest Métropole obtained the status of Metropolis on January 1st 2015, just like 13 great metropolis in France. During the installation of the tramway line, Brest Métropole decided in 2011 to support CapilRTram to establish a unique experimental plateform in order to study wireless access solutions in collaboration with industrial partners while pursing its mission in Research and Education.

CapilRTM is an experimental platform that emerged from Telecom Bretagne in 2008, specialising in hybrid Radio-over-Fibre and All Optical Wireless technologies to support the expansion of wireless and mobile networks in the context of digital cities. This platform gathers hardware/software ressources and a team of experienced research staff and engineers with a broad field of expertise ranging from optics, microwave, electronics to networks.

Within the framework of CapilRTram, the Optics Department will provide expertise in Optical Network design, the Microwave Department will be in charge of wireless coverage modelling/planning & antenna design, and the Networks, Security and Multimedia Departement will provide expertise in ultrafast roaming mechanisms to ensure seamless and transparent mobility.

Founded in 1987, Moxa Inc. is one of the top three worldwide manufacturers of device networking solutions for industrial automation today. About 700 employees in Taiwan, China, the US and Europe ensure flexible reaction to market requirements and consistently think ahead to create innovation. 25 years of experience in R&D and production prove Moxa's technical competency. Moxa's customers from various industries like Railways, ITS, Power, Machinery, Building and Factory Automation, Marine, etc do not only benefit from reliable high-quality products but also from Moxa's strong commitment to customer focus.

As a partner of CapilRTram, Moxa provides and supports IP communication equipment including wireless access points, switches and external antennas but will also take part in R&D activities in close collaboration

As a major player in public transport in Europe and worldwide, Keolis develops mobility solutions tailored to the expectations of passengers and communities (subway, tram, and bus networks). As being present in 14 countries, the company has a turnover of nearly EUR 5 billion with 53,000 employees.

In Brest, Keolis operates the tramway and the Bibus transport networks on behalf of Brest Metropole Oceane.

As a promoter of sustainable mobility, Alstom Transport develops and markets the most complete range of systems, equipment and services in the railway sector. Alstom Transport manages entire transport systems, including rolling stock, signalling and infrastructure, and offers "turnkey" solutions. In the fiscal year 2012-2013, the company recorded a turnover of EUR 5,5 billion. Alstom Transport is present in over 60 countries with nearly 26 700 employees.

Having established 10 main sites in France, Alstom Transport is the major French railway company contributing to the local economic vitality. Its 8900 co-workers hold a know-how that serves French and international customers. A job at ALSTOM generates three jobs for its providers.
